Abstract
This paper tries to discuss the conceptual framework of performance measurement in the area of human capital development. Despite there is a growing concern over the development of human capital in recent years, the discussion about human capital performance measurement needs to be explored further. It is simply because performance measurement has multiple dimensions. At the fundamental level, performance measurement has technical, behavioral and cultural dimensions which consequently cause quality, costs and time implications. Elaboration about the rationale, conceptual framework and literature review of human capital development will be discussed at the initial part of this paper. The discussion about the proposed performance measures, its fundamental attributes and hypothetical strategic implications will be presented afterwards. Eventually this paper is presenting the conclusion about how this paper can be utilized for further study.
